EURO 2028 Rights Protection Legislation

In October 2023, the Union of European Football Associations (UEFA) announced that the UK and Republic of Ireland will host the European Championship 2028, also referred to as EURO 2028. UEFA EURO is a four yearly tournament held between the member countries of UEFA. It is one of the most prestigious international men’s football tournaments. 

Glasgow will co-host EURO 2028 as part of a joint UK and Ireland Championship. The event is expected to take place in Summer 2028 and last around four weeks. 

For EURO 2028, it is likely UEFA will require additional protections, including relevant criminal offences and enforcement powers, around unauthorised street trading, advertising and unauthorised resale of tickets. From experience of previous major events and early discussion with UEFA it is likely that rights protection legislation is required in order to host EURO 2028 matches in Scotland. 

Scottish Government are leading the consultation, with input and support from Glasgow Life, Glasgow City Council and the Scottish Football Association to facilitate local consultation in Glasgow.
