Glasgow City Council (City Centre) (Traffic Management) Order 2010 (Variation No.54) (High Street) Order 202_

Background to the proposed Order

The High Street ‘Avenue’ project is aimed at improving cycling and pedestrian facilities in the east part of the City centre and creates links with the forthcoming Argyle Street East ‘Avenue’ and the route from George Square through the Duke Street ‘Avenue’ (currently under construction) to Dennistoun. This project forms part of the city-wide Avenues programme. The aim of the programme is to transform 17 main thoroughfares across the City centre, into tree lined avenues, to create a people-friendly and greener streetscape. The Avenues programme is funded by approximately £115 million of Glasgow City Region City Deal funding.

The High Street ‘Avenue’ project builds on the successful work of the pilot project on Sauchiehall Street, completed in 2019, and the subsequent and recent completion of other ‘Avenues’ projects in the City centre. Proposing a “tree lined” avenue with wider footways and new segregated cycle tracks on the west side of High Street. Motorised traffic will be slowed with the movements of pedestrians and cyclists prioritised.

Area affected by the proposed Order

The roads affected by these proposals are High Street and Rottenrow East.

As part of this Variation Order, disabled parking spaces will be introduced on Dundasvale Court in the Cowcaddens area of Glasgow city centre.

The proposed route on High Street extends from Glasgow Cross to Cathedral Square.

The new segregated two-way cycle track will be accommodated on, what is currently carriageway, which will reduce the width available to motor vehicles to a single lane in each direction.

Public realm improvements will be made across the scheme, including cycle parking, shrub planting and above ground tree planters, and widened footways where available space allows.

Details of the proposed Order

  • Amendments to existing waiting, loading and parking restrictions, due to proposed road layout alterations.
  • Addition of a new two-way segregated cycle track along the northwest side of High Street and the south side of Rottenrow East.
  • New one-way operation (eastwards) on Rottenrow East.
  • Addition of disabled parking spaces on Glenmavis Court and Dundasvale Court.

This project meets the Council commitments to carbon reduction by:

  • Increasing green infrastructure;
  • Mitigating against climate change, with improved surface water management;
  • Promote and prioritise sustainable transport;
  • Tackle poor air quality.
